Something to do with the lack of cross-talk between apps and limited multitasking capabilities. Just the former. Apps are self-enclosed containers. Your app cannot read data from another app (like Hearthstone for example), unless the latter explicitly allows it by launching an intent. Or your phone is rooted.
However I cannot imagine such an app on mobile: just think how cramped it would be on the screen! Very little usability. I'm still a bit worried about such trackers since they are 100% against the EULA. Even if we have a Blizzard official tweet that 'allows' us to use them, I don't bet a ban on it. Blizzard has a history banning players even 6 months after they did something against the EULA.
I installed two apps just to check the overlay functionality, then uninstalled, since I don't want a ban. Why did I install them? Because I'm also an app developer and yes, those apps are popular for very strong reasons:) Those two apps I checked are, simply put, beautiful. Congrats to their creators!!! On Android you have 2 trackers, working perfectly: Arcane Tracker is fantastic and Tracker for Hearthstone is really nice also.
Both are working in overlay, you can see your decks in real time over the Hearthstone app. Arcane Tracker actually is telling you even the cards your opponent plays - if you wanna steal his deck:)) On iPhone / iPad you have no overlay tracker. IOS lacks this functionality. Maybe not allowing it just to increase the safety of their devices. If you craft your own decks, you should NOT use a public tracker.
Others will profit from your creativity, giving you no credit about it. I'm only using my own Android app to keep track of my winrate - it's a simple calculator, just giving me the% and the types of decks I'm playing against for future reference. Arcane Tracker is for Android devices and works nicely for me. You can see your decks during the game over the Hearthstone app plus is showing you even the cards your opponent plays to find what sort of deck they use or what cards they used twice.
You may but you don't have to setup your deck in the app because after two or three games it figures out that what cards are in your deck. It keeps the track of your wins/loses with your deck and show your results against other classes.
